Title:Odnos med kulturnimi vrednotami in zaznavo korupcije : študija primera treh držav

Abstract:Vzroki za korupcijo so lahko posameznik, sistem in kultura. Ti vzroki so soodvisni in globoko zakoreninjeni v kulturi te družbe. Kulturo je mogoče razumeti kot način, na katerega določena družba živi, dela, misli in rešuje svoje eksistencialne probleme. Izraz kultura je razmeroma širok pojem, za katerega obstaja več različnih opredelitev, odvisno od obravnavane znanstvene discipline. Komunikacija s korupcijo poteka preko formalnih institucij in družbenih norm, ki se lahko razlikujejo od države do države. Vrednote in prepričanja ne vplivajo samo na spoštovanje družbenih norm, saj delež ljudi, ki se drži norm, vpliva na posameznikovo prepričanje o vrednotah, na katerih temelji norma, in posledično na verjetnost, da bodo normo ponotranjili drugi, vključno s prihodnjimi generacijami. V prvem sklopu začetka teoretičnega dela so predstavljene kultura, kulturne dimenzije in Hofstedejev okvir dimenzioniranja nacionalne kulture. Kulturo in njene dimenzije obravnava sociološka znanost, vendar gre za splošen in delni pristop. Preučili smo kulturo, ki kot sistem vrednot komunicira s korupcijo preko formalnih inštitucij in družbenih norm, ki se razlikujejo med državami. Predstavljene so oblike korupcije, vzroki za nastanek korupcije in učinki korupcije. Poudarek je na preučevanju odnosa Hofstedejevih dimenzij kulture in korupcije. Analizirali smo posledice učinkov kulturnih dimenzij na zaznavo korupcije. V drugem sklopu smo preučili primerjave determinant nacionalnih kultur skandinavskih držav Švedske in Danske ter Slovenije z vidika Hofstedejevih kulturnih dimenzij. Narejena je bila primerjalna analiza preučevanih držav z vidika kulturnih dimenzij in korupcije, ki jo zaznavajo. V zaključnem delu so podani predlogi za izboljšanje pravne in institucionalne ureditve boja proti korupciji.

Abstract:Corruption can be caused by the individual, the system or the culture. These causes are interdependent and root deeply into the society's culture. Culture can be understood as the way in which a particular society lives, works, thinks, and solves its existential problems. The term culture is a relatively broad term for which there are several different definitions depending on the relevant scientific discipline. It communicates with corruption through formal institutions and social norms that may vary among countries. Values and beliefs not only affect the respect of social norms, but the proportion of people who adhere to the norms, affect individual's belief in the values the norms are set upon, and consequently the possibility that the norm will be internalized by others, including future generations. Therefore, the theoretical part begins with the outline of culture, cultural dimensions and Hofstede's framework for national culture dimensioning. Culture and its dimensions are addressed by sociological science, but this is broad and partial approach. We examined how culture as system of values, communicates with corruption through formal institutions and social norms that differ between countries. Forms, causes and effects of corruption are presented in the emphasis of the relationship between Hofstede's dimensions of culture and corruption. We analyzed the consequences of cultural dimensions on the perception of corruption. In the second part, we compared the determinants of the national cultures in the Scandinavian countries Sweden and Denmark and Slovenia from the perspective of the Hofstede's cultural dimensions. A comparative analysis of the studied countries was made in terms of the cultural dimensions and the corruption they perceive. The final part proposes improvements of the legal and institutional regulation in terms of fight against corruption.
