Title:Pokojninska reforma v Sloveniji in svetu : magistrska naloga študijskega programa druge stopnje

Abstract:Živimo v času globalizacije in cel svet postaja ena celota in se sooča s finančno in gospodarsko krizo. Tako smo prisiljeni sprejeti nekatere ukrepe in uvesti določene strukturne reforme. Tukaj kot pomembnejšo zadevo štejemo tudi pokojninsko reformo. Temeljna funkcija vseh pokojninskih sistemov v Evropi in po svetu je ta, da vsakemu posamezniku zagotovi finančno varnost v starosti in dostojno pokojnino. Naš Slovenski pokojninski sistem in vsi Evropski pokojninski sistemi temeljijo na načelu medgeneracijske vzajemnosti. Težava medgeneracijske vzajemnosti je v tem, da se je porušilo demografsko ravnotežje v svetu. Do demografskega neravnotežja je prišlo zaradi nizke rodnosti, poznega vstopa mladih na trg dela, večanja javnega dolga in nepreglednost nad našim pokojninskim sistemom. Nesporno dejstvo je, da se bo prebivalstvo staralo in temu primerno se bo treba pripraviti. Morali bomo začeti pravočasno varčevati, bodisi sami bodisi podjetja za dodatno pokojnino delavca. Novi zakon o pokojninskem in invalidskem zavarovanju je stopil v veljavo 1.1.2013. Novi zakon prinaša na področju novosti: zagotoviti dostojne pokojnine in zagotoviti finančno vzdržnost pokojninskega sistema. Vendar, kot kaže, ta ne bo dovolj in je na vidiku že nova reforma. Pokojninska reforma je moja glavna tema moje magistrske naloge, kamor poleg praktičnega dela spada tudi raziskovalni del. V raziskovalnem delu sem se posvetil primerjavi pokojninske reforme v Evropi in drugje po svetu.

Abstract:We live in an era of globalization and the world is becoming one whole and is facing a financial and economic crisis, so we are forced to take certain measures and to introduce certain structural reforms. Here, as an important matter also includes pension reform. The basic function of pension systems in Europe and around the world is that every individual shall provide financial security in old age and a decent pension. Our Slovenian pension system and all European pension systems based on the principle of intergenerational reciprocity. The problem of intergenerational reciprocity that has upset the demographic balance in the world. Until the demographic imbalance was due to low fertility, late entry of young people into the labor market, increasing public debt and a lack of transparency over our pension system. It is an indisputable fact that the population will grow older and this will need to be prepared. We'll have to start on time to save themselves, or the company for a supplementary pension worker. The new Pension and Disability Insurance Act entered into force on 1 January 2013. The new law brings in the field of novelty: provide decent pensions and ensure the financial sustainability of the pension system. However, it seems that this will not be enough and a new reform is already in sight. The pension reform is my main topic of my master's thesis, in addition to the practical part of the research work. In the research work, I devoted myself to comparing the pension reform in Europe and elsewhere in the world.
