Title:Integracija migrantov : primer prisilnih migrantov v Republiki Sloveniji

Abstract:Ob vsakem pojavu nenadnih mnoţičnih migracij je vprašanje in izvajanje integracije v drţavah sprejemnicah predstavljalo izziv. Kot ostale drţave članice EU se tudi Slovenija sooča s porastom v številu migrantov, med katerimi so prisilni migranti – prosilci za mednarodno zaščito, begunci in osebe s subsidiarno zaščito – še posebej ranljiva skupina, ki terja dodatno pozornost. Namen naloge je na enem mestu zbrati in sistematično pregledati različna področja integracije ter aktualno področno zakonodajo, ki ureja poloţaj prisilnih migrantov v Republiki Sloveniji. Izhajamo iz predpostavke, da slovenska integracijska politika, kot odgovor na povečano število prosilcev in oseb z mednarodno zaščito, potrebuje uvedbo dodatnih ukrepov, ki bi olajšali integracijo tako posameznikov kot sprejemne druţbe. Katera področja so najbolj potrebna prenove ter s kakšnimi spremembami bi jih posodobili, smo ugotovili s pomočjo analize primarnih in sekundarnih virov ter z usmerjeno primerjavo praks med drţavami. Ugotovili smo, da se je zakonodaja v obdobju od mnoţičnega prihoda migrantov kot odziv na potrebe v praksi ali na drţavne usmeritve večkrat spremenila, pri tem pa so določena področja integracije temu navkljub ostala slabše razvita. Mednje uvrščamo zdravstvo, področje politične participacije in dostop do drţavljanstva. Slovenija pa je med najboljšimi in najbolj naprednimi drţavami na področju zdruţevanja druţine ter zgledna pri integraciji na področju izobraţevanja in področju izvajanja začetnih integracijskih programov. Področja pridobitve mednarodne zaščite, nastanitve, zaposlovanja in nediskriminacije pa so na nekaterih točkah še šibka, restriktivna ali pomanjkljivo urejena. Do velikih razlik v dostopu do integracijskih politik prihaja med prosilci za mednarodno zaščito, osebami s statusom begunca in osebami s subsidiarno zaščito.

Abstract:Every wave of sudden mass migration posed challenging questions on the implementation of integration in the receiving countries. As other EU member states, Slovenia is facing a surge in the number of migrants, amongst whom forced migrants – asylum seekers, refugees and persons with subsidiary protection – are an especially vulnerable group that demands additional attention. The purpose of this thesis is to gather in one place and systematically inspect different fields of integration and current local legislations, which are regulating circumstances of forced migrants in the Republic of Slovenia. We are starting off from the assumption that Slovenian integration policy needs to introduce additional measures that would ease the integration between individuals and the receiving society as a response to an increased number of asylum seekers and persons under international protection. Through analysis of primary and secondary literature sources and with focused comparison of practices among countries it was found which fields are the most in need of reforms and what type of changes need to be addressed. It was discovered that since the period of massive migrant arrivals, legislation changed multiple times as a response to current needs in the field or due to current country policy directions. Some fields of integration remained poorly developed. These are health, political participation and access to citizenship. Nevertheless, Slovenia is one of the best and most progressive countries in the field of family unification and exemplary in fields of education and exercising primary integration programs. Other fields such as access to international protection, housing, employment and antidiscrimination are still weak, restrictive or in some aspects insufficiently managed. There are massive differences in access to integration policies between asylum seekers, persons with refugee status and persons under subsidiary protection.
