Title:Raziskava uporabnosti internega izobraževanja Zavoda RS za zaposlovanje pri delu svetovalcev zaposlitve tujcev : magistrska naloga

Abstract:Izobraževanje in usposabljanje zaposlenih ima v dobi tehnološkega razvoja in medkulturnega komuniciranja velik pomen za Zavod RS za zaposlovanje, ki želi kot del državne oziroma javne uprave svoje storitve čim bolj približati uporabnikom. Nenehne spremembe in trend časa, v katerem živimo, zahtevajo od zaposlenih čedalje več znanja in usposobljenosti. Zavod RS za zaposlovanje želi z internim izobraževanjem izboljšati znanje, spretnosti in veščine zaposlenih in s tem vplivati na svoje storitve. Magistrska naloga predstavlja vlogo izobraževanja, usposabljanja in učenja s teoretičnimi opredelitvami, motivacijo odraslih za izobraževanje in učenje, izobraževalne oblike in metode, načine izobraževanja in učenja ter Zavod RS za zaposlovanje kot osrednjo institucijo na slovenskem trgu dela, zlasti službo Področje za izdajo delovnih dovoljenj v okviru pravne službe Zavoda RS za zaposlovanje s strokovnimi delavci. Proučevalo se je, kako uporabne so pri delu svetovalcev zaposlitve tujcev vsebine programov internega izobraževanja, s poudarkom na projektu Izobraževalni center Zavoda RS za zaposlovanje. Kvalitativno raziskovanje se je poglobilo v interno izobraževanje za svetovalce zaposlitve tujcev na podlagi njihovih mnenj, vključno z mnenjem vodje službe. Izsledki raziskave so pokazali majhno uporabnost vsebin programov projekta Izobraževalni center Zavoda RS za zaposlovanje pri delu svetovalcev zaposlitev tujcev oziroma ne dovolj prilagojeno ponudbo programov tega projekta.

Abstract:Employee education and training in the era of technological development and intercultural communication are extremely important for the Employment Service of Slovenia, a part of the public administration, and its efforts to move closer to its users. Owing to constant change and the rapid pace of life, employees need more experience and training. The Employment Service of Slovenia would like to organise internal education for its employees to improve their knowledge and skills and thus enhance its services. The master's thesis provides insight into the role of education, training and learning with theoretical aspects, and motivation of adults for education and learning. It looks into teaching styles and methods and types of education and learning, and also discusses the Employment Service as the main Slovene labour market institution. It focuses on the service tasked with issuing work permits as part of the legal service of the institution, and its expert employees. The key question was how useful is the content of internal education programmes, particularly the project Education Centre of the Employment Service of Slovenia, in terms of its relevance to the work of employment counsellors for foreigners. Qualitative research explored internal education for employment counsellors for foreigners based on their opinions and the opinion of the head of the service. The research results suggested that the content of the project Education Centre of the Employment Service of Slovenia is not very useful for employment counsellors for foreigners because the programmes available are not adapted to their needs.
