Title:Primerjava pokojninskega sistema v Sloveniji in na Švedskem : diplomska naloga visokošolskega strokovnega študijskega programa prve stopnje

Abstract:V diplomski nalogi sem pisala o primerjavi pokojninskega sistema v Sloveniji in na Švedskem. Podrobno sem preučila kako je sistem urejen v teh dveh državah. Čeprav so države članice EU med seboj povezane, uporabljajo različne pokojninske sisteme. Osnova njihovim sistemom so Bismarckov, Beveridgeov in Skandinavski model. Skozi diplomsko nalogo natančno pojasnim urejenost pokojninskega sistema v Sloveniji in na Švedskem, kako sta zasnovana in na katerem modelu temeljita. Slovenski sistem temelji na Bismarckovem modelu, medtem ko Švedski na Skandinavskem modelu. Namen moje diplomske naloge je, da poleg opisa pokojninskih sistemov dotičnih držav, naredim tudi primerjavo le-teh. Tako sem prišla do ugotovitev, da imata sistema nekaj podobnosti, npr. oba temeljita na 3. stebrnem modelu. Hkrati pa sem prišla tudi do nekaj zanimivih podatkov iz katerih se kaj hitro opazi, kateri sistem je bolj naklonjen državljanom in jim nudi večjo socialno varnost. Slovenski pokojninski sistem temelji na medgeneracijski solidarnosti – PAYG sistem. Posebnost pokojninskega sistema na Švedskem pa je uvedba NDC računov, oziroma ti. sistem navideznih računov. Na kratko to pomeni, da ima vsak državljan moč videti, koliko prispevkov je bilo plačanih. Za Švedski pokojninski sistem pa je vredno izpostaviti dejstvo, da je to sistem, ki je odličen primer učinkovitega zagotavljanja socialne varnosti vsem generacijam. Predstavlja pravičen, pregleden, predvsem pa finančno dosledno urejen sistem varčevanja za starost. V empiričnem delu diplomske naloge sem anketirala delovno aktivno prebivalstvo in upokojence. S pomočjo katerih sem pridobila dva različna vidika na pokojninski sistem.

Abstract:In my thesis I write about the comparisson between the Slovenian and Swedish pension systems. I took an in depth view into the pension systems of these two countries. Although the countries of the European Union share a connection, each of them uses a different pension system. The basis for their systems are the Bismarck model, the Beveridge model and the Scandinavian model. In my thesis I thoroughly explain how the pension systems work in Slovenia and in Sweden work, how they are devised and which system they are based on. The Slovenian system is based on the Bismarck model, while the Swedish system is based on the Scandinavian model. Apart from the description of the two systems, the aim of my thesis is to compare the two. I have come to the conclusion, that the two systems share some similarities. They are both, for example, based on the 3 pillar model. At the same time I have discovered some data, which plainly shows which of the two systems works more in favour of the citizens and offers them greater social security. The Slovenian pension system is based on intergenerational solidarity – the PAYG system. A special feature of the system in Sweden is the introduction of NDC accounts, a system of virtual accounts. In short, every citizen can see, how many contributions have been paid. Another noteworthy fact about the Swedish pension system, is that the system is a great example of efficient assurance of social security to all generations. It represents a just, transparent, and most of all financially consistent system of saving for old age. In the experiental part of my thesis I interviewed the economically active population and superannuated people. Through those I received two different views on the pension system.
