Title:SVZ Dutovlje, deinstitucionalizacija in javne politike : diplomska naloga visokošolskega strokovnega študijskega programa prve stopnje

Abstract:Ljudi, ki imajo teţave v duševnem zdravju, ne zmorejo več poskrbeti zase in nimajo druge pomoči, se institucionalizira, S tem pa se jih podvrţe pravilom institucije, ki jim odvzame moţnost odločanja o sebi. Alternativa temu je deinstitucionalizacija, ki je danes ena izmed glavnih smeri razvoja na področju duševnega zdravja. Kot alternativa institucionalizaciji, njeni rigidnosti in razosebljanju, v svojem bistvu vrača uporabniku vsaj del njegovega ţivljenja, kot ga je poznal pred boleznijo. Daje mu oporo, opolnomočenje, samospoštovanje in spodbuja ustvarjalnost. Deinstitucionalizacija pomeni odpiranje institucij duševnega zdravja v druţbo, destigmatizacijo, zavračanje diskriminacije in socialno vključenost uporabnikov. Ob tem pa zagotavlja kvalificirano in profesionalno delovno silo, ki nudi strokovne in kvalitetne storitve. Ker pa je deinstitucionalizacija poleg druţbenega tudi političen proces, pridemo na področje javnih politik. Preko javnih institucij javne politike rešujejo druţbene probleme. Javne politike so tiste, ki določajo smer razvoja v institucijah, zato je zelo pomembno, kaj nam sporočajo in kakšne so njihove smernice. Na drugi strani pa nam lahko pokaţejo, kakšno je stanje v instituciji in kako institucije udejanjajo javne politike. V nalogi skušamo ugotoviti ali se javne politike in smernice implementirajo v delovanje in razvoj SVZ Dutovlje na področju deinstitucionalizacije, ob tem pa ugotavljamo morebitne teţave s katerimi se zavod srečuje.

Abstract:People with mental disabilities, who cannot look after themselves and have no assistance, are institutionalised. It therefore follows they become subject to the rules of the institution, which takes away their ability to decide for themselves. The alternative is deinstitutionalisation, that is one of the main trends regarding mental health today. As an alternative to institutionalisation, its rigidity and depersonalization, it gives the user back at least part of his life, which had been known to him before illness. Deinstitutionalisation provides the user with support, empowerment and self-esteem and stimulates creativity. It means the opening of the mental health institutions to the public, destigmatization, non-discrimination and social inclusion, whilst ensuring the skilled and professional work force, that provides high-quality, professional service. And since deinstitutionalisation beside social process means also policy process, we are already on the subject of public policy. Public policy provide solutions to social problems through public institutions. Public policy determine trends in institutions, therefore, it is essential, what do they tell us and what is their guidance. On the other hand, they can show us the current state of the institutions and how the institutions deliver public policy. What we are trying to find out is whether public policy and public guidelines are implemented in the operation and development of SVZ Dutovlje in the field of deinstitutionalisation, while identifying any difficulties SVZ Dutovlje encounters.
