Title:Krepitev integritete v policiji : diplomska naloga visokošolskega univerzitetnega študijskega programa prve stopnje

Abstract:V diplomski nalogi sta uvodoma predstavljena pojma morale in etike. V nadaljevanju so opisane vrste etike in njene značilnosti v javni upravi. Predstavljeni so rezultati raziskave empiričnega pregleda ujemanja javnih-zasebnih vrednot v Sloveniji in na Nizozemskem v hierarhiji organizacijskih vrednot v organizacijah javnega in zasebnega sektorja. Prikazana je preglednica vrednot organizacije, srednje vrednosti vrednot glede na stopnjo pomembnosti v javnem in zasebnem sektorju v obeh državah ter vrste kodeksov. V nadaljevanju diplomske naloge so razloženi pojem, načrt in test integritete. Integriteta ima velik pomen pri preprečevanju korupcije. V nadaljevanju je predstavljena korupcija v Sloveniji in grafično prikazani rezultati o stanju korupcije v javni upravi. V tretjem poglavju sta predstavljeni ustanovitev in strategija delovanje odbora za integriteto in etiko v policiji, Policijska akademija kor organizacijska enota Generalne policijske uprave, zadolžena za vsa usposabljanja in izpopolnjevanja policistov v Republiki Sloveniji. Predstavljen je program krepitve integritete policistov ter rezultati, doseženi po usposabljanju. V zadnjem poglavju so interpretirani rezultati kvalitativne raziskave, izvedene med člani odbora za integriteto in etiko v policiji, člani aktiva za socialne veščine Policijske akademije in študenti Višje policijske šole. V zaključku so podani predlogi za izboljšanje, nadgradnjo in krepitev integritete v policiji.

Abstract:The diploma work initially presents the notions of morale and ethics. In addition, it describes the ethics' types and its characteristics in public administration. The results of the research on empirical matching of public-private values in Slovenia and in the Netherlands regarding the hierarchy of organisational values in organisations of public and private sector are presented. The chart with the organisation's values is presented along with mean values according to the level of importance in public and in private sector in both countries. Different codes' types are discussed. Furthermore, the diploma explains the notion, plan and the integrity test. Integrity is essential in preventing corruption; corruption in Slovenia is presented, supported by graphical presentation of results on the corruption state in public administration. Chapter 3 of the diploma work focuses on the establishment and the strategy of the Committee for Integrity and Ethics in national police, the Police Academy, an organisational unit of the General Police Directorate, in charge of education and all trainings of police officers in the Republic of Slovenia. A programme for strengthening integrity of police officers and the results achieved after training are presented. The final chapter provides interpretation of the qualitative research results; the research was conducted among members of the Committee for Integrity and Ethics, members of the social skills staff of the Police Academy and Police College students. The conclusion gives suggestions for improvement, upgrading and strengthening integrity in the police.
