Title:Organizacija kadrovske službe : pomen človeških virov in njihova vloga pri ustvarjanju konkurenčnosti

Abstract:V diplomski nalogi smo predstavili organizacijo kadrovske službe, pomen človeških virov v podjetju in njihovo vlogo pri ustvarjanju konkurenčnosti. Zanimalo nas je, ali so človeški viri ključnega pomena pri ustvarjanju konkurenčnosti posameznega podjetja, ali je organizacija kadrovske službe temelj za uspešno delovanje podjetja, ali sta planiranje in organizacija kadrovske službe povezana s strategijo razvoja podjetja in kdo so nosilci kadrovskih odločitev strateškega značaja. V prvem, teoretičnem delu, smo s pomočjo strokovne literature opisali osnovne pojme kadrovske funkcije, organizacije kadrovske službe, procesa kadrovanja in menedžmenta človeških virov. Organizacija kadrovske službe je temelj za uspešno delovanje podjetja, človeški viri pa predstavljajo kapital podjetja. Človeški viri so danes strateška točka konkurenčnosti podjetja. So dodana vrednost vsakega podjetja, saj posedujejo znanje, strokovnost in inteligenco. V drugem, empiričnem delu, smo s pomočjo ankete naredili raziskavo. Anketo smo poslali vodjem kadrovskih služb večjih slovenskih podjetij. V vzorec smo vključili različna podjetja glede na dejavnost in glede na število zaposlenih. Zanimalo nas je mnenje vodilnih kadrovskih delavcev o pomenu človeških virov, ali gradijo kadrovsko službo na predpostavki, da so človeški viri ključnega pomena ter kakšno vlogo ima kadrovska služba v njihovem podjetju in kdo so nosilci kadrovskih odločitev strateškega značaja. Ključna ugotovitev je, da je glede na velikost podjetja odvisno, kakšno vlogo ima kadrovska služba. V večjih podjetjih ima pomembno vlogo, veliko pozornosti namenjajo pravilnemu izboru novih kadrov, izobraževanju, planiranju in razvoju kadrov. V srednje velikih podjetjih pa ima kadrovska služba zgolj administrativno vlogo, kadrujejo samo po trenutnih potrebah.

Abstract:In our thesis we presented the organization of human resources department, the value of human resources and their role in the creation of competitiveness. We wanted to find out if human resources are essential in the creation of competitiveness in a certain company, if the organization of human resource department is fundamental for a successful business, if the planning and organization of human resource department are related to the development strategy of a company and who the carriers of strategic human resource decisions are. In the first, theoretical part, we defined basic terms of human resource function, staffing and human resource management process. The organization of human resource department is fundamental for a successful business and the company's capital consist also of human resources. Human resources are a strategic part of the company’s competitiveness. They are the added value of a company, since they possess knowledge, professionalism and intelligence. In the second, empirical part, we did a survey research. We sent the survey to the human resource officers in some bigger Slovenian companies. We included different companies into the sample, considering their business activity and the number of employees. We wanted to know the lead human resource managers’ opinion on the value of human resources, if they build their human resource department on the premises that human resources are essential, what role the human resource department in their company has and who the carriers of strategic human resource decisions are. Key considerations are that the role of the human resource department depends on the size of the company. In bigger companies, it has an important role; they pay a lot of attention to a right selection of new human resources, education, planning and development of human resource. In middle-sized companies the human resource department only has an administrative role; they only perform human resource tasks when necessary.
