Title:Vpliv moralnih vrednot na oblikovanje organizacijske kulture v javnem sektorju : diplomska naloga visokošolskega univerzitetnega študijskega programa prve stopnje

Abstract:Diplomska naloga obravnava pojav organizacijske kulture in vrednot, ki vplivajo na oblikovanje kulturnih vzorcev in norm v javnem sektorju. Najprej smo razložili pojma organizacija in organizacijska kultura ter podali njuno razlago in funkcije v okvirih javnega sektorja. Pri obrazložitvi organizacijske kulture je uporabljeno nekaj bolj uveljavljenih definicij, ki so pomembno vplivale na razumevanje pojava organizacijske kulture. Drugo poglavje se osredotoča na etiko in moralne vrednote v poslovanju. Pojasnjena sta pojma etika in morala nato pa osnovne kategorije etike in poslovne etike. V tretjem poglavju se naloga poglablja v organizacijsko kulturo in vrednote v slovenskem javnem sektorju. Pri tem se najbolj osredotoča na vrednote v javnem sektorju in oblikovanje slovenskega javnega sektorja ter z njim njegove organizacijske kulture skozi zgodovino. Na podlagi sekundarnih podatkov je podana analiza stanja na področju vrednot in etike v starih in novih državah članicah Evropske unije, in sicer na primeru Nizozemske in Slovenije. V empiričnem delu diplomske naloge so predstavljeni rezultati kvalitativne raziskave med zaposlenimi in njihovimi nadrejenimi v organizacijah javnega sektorja. Ugotovitve, do katerih smo prišli, so podane ločeno za zaposlene in njihove vodilne delavce. Na koncu smo pridobljene rezultate primerjali med sabo. V zaključku smo podali povzetek ugotovitev in nekaj lastnih razmišljanj o tej problematiki.

Abstract:This thesis deals with organizational culture and values that affect the formation of cultural patterns and norms of behavior in public sector organizations. In the first chapter we considered the meanings of terms “organization” and “organizational culture”, whereas explanations and functions in public sector are explained further on. Several established definitions that made an important impact on the understanding of the essence of organizational culture were used to explain this phenomenon. The second chapter is about ethics and moral values in business. The explanation of terms ethics and morality is followed with basic categories of ethics and business ethics. In the third chapter we made a detailed insight in the organizational culture and values in Slovenian public sector, the main focus being on public sector values and historic formation of Slovenian public sector and its organizational culture. Based on secondary data we were able to make an analysis of values and ethics in old and new European Union members such as The Netherlands and Slovenia. The results of our qualitative research among employees and their managers in public sector organizations are represented in the empirical part of this thesis. The findings are discussed for employees and managers respectively. At the end we made a comparison of the collected data and made an abstract of all findings as well as giving some reflections about treated topic.
