Title:Udeležba na volitvah v Republiki Sloveniji : diplomska naloga visokošolskega univerzitetnega študijskega programa prve stopnje

Abstract:Volilna udeležba je pomemben dejavnik stabilnosti in učinkovitosti vsakega demokratičnega političnega sistema. Zaupanje ljudi v demokracijo in osrednje demokratične ter državne ustanove vplivajo na udeležbo ljudi v političnih procesih. Pomemben vpliv ima tudi zadovoljstvo z delovanjem osrednjih političnih in državnih institucij. Problem nastane, ko je udeležba na volitvah, ki je torej posledica zaupanja in zadovoljstva z demokracijo (kar vpliva na stabilnost političnega sistema), izjemno nizka s trendom nadaljnjega upadanja. In tak primer je Slovenija. V Sloveniji beležimo upadanje udeležbe na vseh vrstah volitev od lokalnih, parlamentarnih, predsedniških do evropskih. To je sicer značilnost tudi v mnogih drugih državah, a je v primerjavi z njimi v Sloveniji padec neprimerno strmejši. Če smo bili še v devetdesetih letih Slovenci, kar se volilne udeležbe tiče, med bolj angažiranimi družbami v postkomunističnem svetu, tega zagotovo ni mogoče trditi za zadnje poldrugo desetletje. V Sloveniji udeležba pada hitreje kot v drugih državah, ki so v tem času bolj konsolidirale demokracijo. Če politični sistem ne uspe mobilizirati večjega dela socialnega kapitala, ki je na voljo, niti v času volitev, torej enkratnega političnega dogodka, je nekaj hudo narobe z njim. Ni dovolj, da krivdo za politično apatijo preprosto naprtimo državljanom in njihovi nizki demokratično-participativni kulturi. Ta nedvomno vpliva na participacijo, še zlasti v postkomunističnih državah, kjer so ljudem desetletja privzgajali drugačne politične vrednote. Toda dejstva, da Slovenci desetletja niso imeli demokratičnih volitev, se pravi demokratične prakse, ne smemo spregledati v nobeni analizi, saj to dejstvo samo deloma pojasnjuje nizko udeležbo slovenskih državljank in državljanov na volitvah. Razloge je treba iskati tudi v danih sistemskih okvirih.

Abstract:Electoral participation is an important factor of stability and functionality of every democratic political system. The trust of people into democracy and the key democratic and state institutions influence the voter turnout in political processes. The satisfaction with the working of main political and state institutions also carries an important influence. The problem arises when the turnout in elections, which is a consequence of trust and satisfaction with democracy (which influences the stability of a political system), is extremely low and continues to drop. One such example is Slovenia. In Slovenia, we find a decrease in voter turnouts in all types of elections, from local, parliamentary, presidential to European. This is also significant for many other countries but Slovenia’s drop is much sharper compared to theirs. In the 90s, Slovenians were, as far as electoral participation goes, among the more engaged societies in the post communistic world. However, this can certainly not be said for the last decade and a half. In Slovenia the turnout is dropping faster than in other countries, which had a better consolidation of democracy during this period. If the political system does not succeed to mobilize a greater part of the social capital available even during elections, there is something seriously wrong with it. It is not enough to pass blame for political apathy to the citizens and their low democratic engagement culture. This undoubtedly influences the electoral participation, especially in post communistic countries, where different political values had been reinforced for decades. But the fact that Slovenians did not have democratic elections for decades, that is to say - a democratic practise, cannot be overlooked in any analysis. However, this fact itself only partially explains the low turnout of Slovenian voters in elections. The reasons for it could probably be found the given system.
