Title:Socialna aktivacija in njena umestitev v zaposlitveno politiko Slovenije : magistrska naloga

Abstract:V magistrskem delu obravnavamo pilotni projekt Socialne aktivacije. Osnovni namen sistema socialne aktivacije je zmanjševanje tveganja revščine z večjo socialno vključenostjo. Gre za celovit pristop obravnave in reševanja problematike dolgotrajno brezposelnih oseb in dolgotrajnih prejemnikov denarne socialne pomoči, ki imajo večkrat zapletene zdravstvene in socialne težave, so ranljivi, socialno izključeni, nemotivirani za spremembe ter posledično velikokrat težje zaposljivi. V prvem delu magistrske naloge predstavljamo zgodovinski pregled skrbi za ranljive skupine ter natančno predstavljamo sam projekt Socialne aktivacije. V drugem, empiričnem delu, predstavljamo stanje socialne aktivacije, kot ga vidijo intervjuvanci. Za dosego zastavljenih ciljev empiričnega dela uporabljamo kvalitativno metodologijo v obliki poglobljenih intervjujev udeležencev in izvajalcev projekta. Izbrali smo globinski pol strukturirani intervju, ki omogoča tudi dodatna podvprašanja, s katerim osebo usmerjamo k zastavljeni temi. Magistrska naloga zajema raziskavo dveh skupin intervjuvancev. V prvi skupini raziskujemo intervjuje respondentov, ki so bili izbrani na razpisu kot izvajalci programa socialne aktivacije v različnih regijah po Sloveniji, so tisti, ki z udeleženci preživijo največ časa in od katerih se zahteva, da v točno določenem časovnem okvirju pokažejo merljive rezultate. Pri raziskavi te skupine ugotavljamo njihove izkušnje, največje izzive, prednosti in slabosti socialne aktivacije. Neprecenljivi so nam tudi njihovi predlogi za dopolnitev, izboljšavo in umestitev socialne aktivacije v zaposlitveno politiko Slovenije. V drugi skupini raziskujemo intervjuje respondentov, ki so bili vključeni v projekt Socialne aktivacije − v vmesni program, in sicer smo izbrali le tiste udeležence, ki so uspešno zaključili program in se med programom ali takoj po njegovem zaključku zaposlili. Zanimajo nas njihova začetna pričakovanja, pridobitve v programu, odnos do denarne socialne podpore, kaj je bilo tisto, kar je v njih vzbudilo željo po spremembah in tem da se zaposlijo, kaj bi spremenili v SA ter kateri instituciji bi zaupali vodenje SA v prihodnje. S pomočjo raziskave v zaključku naloge podajamo predloge vsem deležnikom in oblikovalcem socialne aktivacije, za njeno izboljšavo ter umestitev v že obstoječi sistem in prakso slovenske aktivne politike zaposlovanja.

Abstract:In the master's thesis we discuss the pilot project Social Activation. The basic purpose of the social activation system is to reduce the risk of poverty through greater social inclusion. It is a comprehensive approach to addressing and resolving the issue of long-term unemployed persons and long-term recipients of cash social assistance, who often have complex health and social problems, are vulnerable, socially excluded, unmotivated for change and consequently often more difficult to employ. In the first part of the master's thesis, we present a historical overview of care for vulnerable groups and present in detail the project of Social Activation. The master's thesis covers the research of two groups of interviewees. In the first group, we investigate the interviews of respondents who were selected in the tender as providers of the social activation program in different regions of Slovenia, those who spend the most time with participants and who are required to show measurable results within a specific time frame. In the research of this group, we identify their experiences, the biggest challenges, advantages and disadvantages of social activation. Their proposals for supplementing, improving and placing social activation in Slovenia's employment policy are also invaluable. In the second group, we investigate the interviews of respondents who were involved in the Social Activation project - in the intermediate program, namely we selected only those participants who successfully completed the program and were employed during the program or immediately after its completion. We are interested in their initial expectations, acquisitions in the program, attitude towards financial social support, what was it that made them want to change and get a job, what they would change in SA and which institution they would entrust with running SA in the future. With the help of the research, at the end of the thesis we give suggestions to all stakeholders and designers of social activation, for its improvement and placement in the already existing system and practice of Slovenian active employment policy.
