Title:Človekove pravice skozi prizmo varnosti migrantske krize leta 2015 : magistrsko delo

Abstract:Delo se ukvarja z vprašanjem razmerja med varnostjo in človekovimi pravicami skozi perspektivo migrantske krize leta 2015. Predstavi nam pomen in sorazmerje med povečanjem varnostnih ukrepov in varovanjem človekovih pravic ter pomen povečanja števila ljudi na določenem območju za varnost države članice Evropske unije. Opisani so tudi kriteriji za zmogljivost določene države pri sprejemanju kvot za priseljence ter kritična masa ljudi, po kateri postane vprašanje integracije in asimilacije tudi vprašanje nacionalne varnosti. Predstavljeni so dejavniki, ki vplivajo na uspešno ali neuspešno integracijo posameznika ali večjega števila ljudi v obstoječo družbo. Poleg tega so opredeljeni kriteriji, na podlagi katerih postanejo masovne ekonomske – legalne ali nelegalne – migracije problem kulture in identitete določene države. V delu so opredeljeni tudi (ne)reakcija evropske skupnosti in njene politike na migrantsko krizo ter dodatni varnostni ukrepi, ki so jih države članice vsaka zase, na lastnem ozemlju, primorane sprejeti za zajezitev krize in omejevanje nelegalnih prehodov prek t. i. zelene meje – kot odgovor na neenotno in neodločno politiko z vrha Evropske unije – ter vloga mednarodnih in drugih varnostnih organizacij pri zagotavljanju globalne in nacionalne varnosti v luči množičnih migracij.

Abstract:This thesis focuses on the relationship between security and human rights in the light of the European migrant crisis in 2015. It presents the importance of increased security measures and human rights protection and their correlation, and the importance of the increase in the number of people in a certain area for the security of a European Union Member State. It also describes the requirements for a specific country to accept quotas of refugees, and the critical mass of people that turns the problems with both integration and assimilation into the problems of national security. Factors that affect the successful or unsuccessful integration of an individual or a greater amount of people into the existing society are introduced as well. There are also presented the criteria by which massive economic migrations, legal and illegal, become the cultural and identity issues of a certain country. The thesis also defines the (non)response of the European international community and its policy to the migrant crisis, and the additional security measures that were accepted by each member state within their own territory to limit the crisis and restrict illegal crossings of the so-called green border in response to the EU’s disunited and hesitant policy and role of the international and other security organisations for ensuring global and national security in the light of the mass migration.
