Title:Varnost baltskih držav – primer Latvija : magistrsko delo

Abstract:Magistrsko delo obravnava varnostne razmere v baltskih državah, ki so se poslabšale zaradi okrepljene vojaške prisotnosti ruskih oboroženih sil v eksklavi Kaliningrad, kjer so Rusi namestili oborožitvene sisteme za odvračanje in onemogočanje delovanja zavezniških sil Nato na vhodnih mejah Evrope. Magistrsko delo obsega pregled in analizo zmogljivosti Nata in Ruske federacije za delovanje v regiji Baltskega morja s poudarkom na nacionalno varnostni ureditvi Latvije, zagotavljanjem njene nacionalne suverenosti in njenih zmogljivosti za odvračanje vojaških in nevojaških groženj Ruske federacije. Skupna varnostna in obrambna politika Evropske unije je po mnenju baltskih držav v fazi razvoja in za zdaj ne more bistveno prispevati k njihovi varnosti. Nato je zanje še vedno glavni garant varnosti, suverenosti in ozemeljske celovitosti. Zavezniška odločitev o oblikovanju misije Okrepljene prednje prisotnosti v Estoniji, Latviji, Litvi in na Poljskem je temeljila na solidarnosti, odločnosti in sposobnosti zavezniškega delovanja zoper kakršno koli agresijo Ruske federacije. Trenutna ruska politika potrjuje, da je Rusija pripravljena doseči svoje cilje glede sosednjih držav na kakršen koli način, vključno z uporabo vojaške sile za uveljavljanje svoje zunanje politike in varnostnih usmeritev. Ruska federacija s strategijo preprečevanja dostopa in onemogočanja območja uspešno omejuje aktivnosti Nata pri zagotavljanju varnosti baltskih držav. Podrobneje smo opisali Latvijo, njen koncept nacionalne varnosti in obrambne politike ter status ruske manjšine, ki ima lahko pomembno vlogo v morebitnem rusko-latvijskem konfliktu. Izdelali smo primerjalno analizo vojaških zmogljivosti Nata in Ruske federacije v regiji Baltskega morja in analizirali vojaške zmogljivosti Latvije za zagotavljanje suverenosti in neodvisnosti države.

Abstract:The master's thesis deals with the security situation in the Baltic States, which has deteriorated due to the increased military presence of the Russian armed forces in the Kaliningrad exclave, where the Russians have installed weapons systems to deter and to block NATO forces at Europe’s east borders. The master's thesis includes a review and analysis of the capabilities of NATO and the Russian Federation to operate in the Baltic Sea region, focusing on Latvia's national security arrangements, ensuring its national sovereignty and its capabilities to deter military and non-military threats from the Russian Federation. According to the Baltic States, the common security and defense policy of the European Union is in development phase and cannot make a significant contribution to their security for the time being. NATO is still their main guarantor of security, sovereignty and territorial integrity. The Allied forces decision to establish a Mission »Enhanced Forward Presence« in Estonia, Latvia, Lithuania, and Poland was based on solidarity, determination and the ability of the Allied to act against any aggression of the Russian Federation. Current Russian policy confirms that Russia is ready to achieve its goals regarding neighboring countries in any way, including the use of military force to enforce its foreign policy and security policies. Russian Federation is successfully limiting NATO's activities in ensuring the security of the Baltic states. We focused more on description of Latvia, its concept of national defense, and the status of the Russian minority, which may play an important role in a possible Russian-Latvian conflict.
