Title:Opravljanje vojaške službe v rezervni sestavi Slovenske vojske : magistrsko delo

Abstract:Magistrska naloga predstavlja razvoj rezervnih sestav Slovenske vojske in Latvijskih oboroženih sil. Opisuje razvoj rezervne sestave Slovenske vojske od leta 1968, ko je takratna Jugoslovanska ljudska armada v svoji sestavi imela rezervno sestavo JLA, kot tudi enote Teritorialne obrambe, ki sta bili obe obvezni rezervni sestavi. Iz enot TO, ki so se v sodelovanju s Policijo leta 1991 uspešno uprle enotam JLA, je kasneje nastala Slovenska vojska s svojo obvezno rezervno sestavo. Koncept se je leta 2002 spremenil, služenje vojaškega roka se je (začasno) prekinilo, Slovenska vojska je prešla na izključno profesionalno popolnjevanje, dopolnjuje pa se s pripadniki prostovoljne pogodbene rezerve, ki za svojo pripravljenost sodelovanja v enotah SV prejemajo ustrezno nadomestilo. V magistrski nalogi je opisan razvoj Nacionalne garde republike Latvije, ki jo lahko primerjamo s prostovoljno pogodbeno rezervo Slovenske vojske. Njen zgodovinski razvoj je bil nekoliko drugačen, saj je bila Nacionalna garda prva vojaška sila v republiki Latviji po njeni obnovitvi neodvisnosti leta 1991. Šele kasneje (tudi iz pripadnikov Nacionalne garde) so bile formirane Latvijske varnostne sile, ki pa so kasneje prerasle v Latvijske oborožene sile, katerih sestavni del so tudi enote Nacionalne garde, ki so razporejene po celotnem območju republike Latvije, in dopolnjujejo enote stalne sestave Latvijskih oboroženih sil. Popolnjevanje enot prostovoljne pogodbene rezerve v Republiki Sloveniji je že nekaj let pod načrtovanim številom, glede na strateške dokumente, saj se bazen pripadnikov z odsluženim vojaškim rokom zmanjšuje, med mladimi pa ni velikega interesa za opravljanje vojaške službe v rezervni sestavi SV.

Abstract:The master's thesis presents the development of reserve units of the Slovenian and Latvian Armed Forces. It describes the development of the reserve composition of the Slovenian Army since 1968, when the then Yugoslav People's Army had a reserve units, as well as Territorial Defense units which were both mandatory. From the TD units, which in cooperation with the Police successfully resisted the YPA units in 1991, the Slovenian Army formed later, with its obligatory reserve units. The concept changed in 2002. Slovenian Army switched to exclusively professional training, and members of the voluntary contractual reserve, receive compensation for participating in SAF units. On the other hand, this master's thesis describes the development of the National Guard of the Republic of Latvia. Its development was slightly different, as the National Guard was the first military force in the Republic of Latvia. After independence, they formed Latvian Security Forces, which grew into the Latvian Armed Forces. National Guard units are also an integral (and permanent) part, located throughout the Republic of Latvia. Replenishment of voluntary contractual reserve units in the Republic of Slovenia has been below the planned number for several years, according to strategic documents, as the pool of members with military service is shrinking, and there is little interest among young people in military service in the SAF reserve.
