Title:Uresničevanje izzivov evropske politike izobraževanja odraslih v sistemu vseživljenjskega učenja : magistrsko delo

Abstract:Magistrsko delo proučuje evropsko politiko izobraževanja odraslih v sistemu vseživljenjskega učenja. Evropska unija vedno bolj posega v to področje ter teži k vzpostavitvi evropskega izobraževalnega prostora in skupne izobraževalne politike. Magistrsko delo preuči ureditev področja izobraževanja odraslih v mednarodnih in regionalnih instrumentih. Na podlagi analize ureditve tega področja v najuspešnejših državah članicah Evropske unije razišče, ali bi nemara bilo smiselno izobraževanje odraslih prenesti v izključno pristojnost Evropske unije ali pa naj to področje še naprej ostane v rokah držav članic. Glede na to, da Evropska unija državam članicam daje na tem področju le priporočila, države v izobraževanje odraslih vložijo le toliko, kolikor želijo, to pa vsekakor ni tisto, kar je Evropska unija s politiko izobraževanja želela doseči. Da bi bili cilji iz strategije Evropa 2020 doseženi, bi se države članice Evropske unije morale odreči svoji pristojnosti, na kar pa ne pristanejo. Raziskava je pokazala, da ni pričakovati uresničitve ciljev, če ureditev izobraževanja odraslih in oblikovanje politike ostanejo v rokah držav članic. Prav zato sta prenos pristojnosti na Evropsko unijo in harmonizacija tega področja edina možna rešitev, da se doseže pametno, trajnostno in vključujočo rast ter vseživljenjsko učenje v Evropi.

Abstract:The master's thesis examines the European policy of adult education in the system of lifelong learning. The EU increasingly intervenes in this area and seeks to establish a European Education Area and a common education policy. The thesis examines the regulation of adult education in a number of international and regional instruments. Based on an analysis of the regulation of this area in the most successful European Union Member States, it examines whether it might make sense to transfer adult education to the exclusive competence of the European Union or whether this area should remain in the hands of the Member States. Given that the European Union only gives recommendations to the Member States in this area, countries invest only as much as they want in adult education, and this is certainly not what the European Union wanted to achieve with its education policy. In order to achieve the goals of the Europe 2020 strategy, the Member States of the European Union would have to relinquish their respective competences, which they do not agree to. Research has shown that the goals are not expected to be achieved if the regulation of adult education and policy-making remain in the hands of the Member States. That is why the transfer of competences to the European Union and the harmonization of this area are the only possible solutions to achieve smart, sustainable and inclusive growth and lifelong learning in Europe.
