Title:Globalna zdravstvena diplomacija : magistrsko delo

Abstract:Širjenje povzročiteljev različnih bolezni in bolezni samih ne pozna niti ne upošteva državnih meja in drugih omejitev. V nalogi nas je zanimalo, kako Evropska unija skrbi za globalno zdravje ter ali pri tem sodeluje tudi Slovenija. Pojasnili smo delovanje globalne zdravstvene diplomacije ter opredelili njen pomen v prihodnosti. Izbruh pandemije COVID-19 razkriva pomanjkljivosti delovanja diplomacije na področju zdravstva, opozarja na nujnost globalne zdravstvene diplomacije. Iz tega pa izhaja tudi potreba po sistematični obravnavi in opredelitvi celotne problematike institucionalizacije diplomatskega delovanja na področju varstva zdravja oziroma delovanja zdravstvene diplomacije. Pojasnili smo osnovne pojme globalne zdravstvene diplomacije, predstavili politični in finančni okvir njenega delovanja ter predstavili primer konkretnega vplivanja na globalno zdravstveno politiko s strani držav in nevladne organizacije. Problem smo preučevali z metodami teoretičnega raziskovanja, ki je temeljilo na preučevanju, kritični analizi relevantne strokovne literature in dokumentov. Ugotovili smo, da v Evropski uniji ne obstaja organizirana diplomatska služba na področju zdravja, in da so se finančna sredstva za globalno zdravstveno politiko začela pred letom 2019 postopoma zmanjševati. Slovenija se danes prvič nahaja na mednarodnem prizorišču z močno podlago razvitega zdravstvenega sistema, ki lahko služi kot primer dobre prakse in predstavlja idealen začetek izgradnje lastne zdravstvene diplomacije.

Abstract:The spread of the causative agents of various diseases and illnesses themselves does not take into account national borders and other restrictions. In the research work, we were interested in how the European Union takes care of global health and whether Slovenia also participates in this. We explained the operation of global health diplomacy and defined its significance in the future. The outbreak of the COVID-19 pandemic reveals the shortcomings of the functioning of diplomacy in the field of health, and draws attention to the need for global health diplomacy. Hence the need for a systematic treatment and definition of the entire issue of institutionalization of diplomatic activities in the field of health care or the operation of health diplomacy. We explained the basic concepts of global health diplomacy, presented the political and financial framework of its operation and presented an example of concrete influence on global health policy by countries and non-governmental organizations. We studied the problem with methods of theoretical research based on the study, critical analysis of relevant professional literature and documents. We found that there is no organized diplomatic service in the field of health in the European Union and that funding for global health policy began to decline gradually before 2019. Today, Slovenia is on the international scene for the first time with a strong foundation of a developed health care system, which can serve as an example of good practice and represents an ideal start to building one's own health diplomacy.
