Title:Varnost motoristov v cestnem prometu – dileme pri ogledu kraja prometne nesreče : magistrsko delo

Abstract:Magistrska naloga obravnava področje prometne varnosti motoristov in sicer ogled kraja prometne nesreče z udeležbo motorista. Pri ogledu kraja prometne nesreče policisti izpolnijo zapisnik o ogledu kraja prometne nesreče in vanj zabeležijo zahtevane podatke. Zabeleženi podatki so namenjeni predvsem izpolnitvi zahtev obdolžilnega predloga na podlagi Zakona o prekrških, drugi pomembni podatki o samem vzroku prometne nesreče pa se ne beležijo. Ta problem je še toliko bolj prisoten pri motoristih, ki so precej bolj ranljivi kot ostali motorizirani udeleženci v cestnem prometu. Z izdelavo naloge smo želeli podrobneje raziskati področje zbiranja podatkov o prometnih nesrečah motoristov ter ugotoviti, kateri so tisti podatki, s katerimi bi pridobili pomembne odgovore pri samem razumevanju nastanka prometne nesreče. Ugotoviti želimo, ali je sedanji zapisnik ustrezen za razumevanje problematike prometne varnosti motoristov ter katere konkretne podatke morajo policisti beležiti na kraju prometne nesreče motorista. V nalogi je uporabljenih več različnih raziskovalnih metod. Uporabljena je deskriptivna metoda, primerjalna metoda, metoda anketiranja ter metoda polstrukturiranega intervjuja z vnaprej pripravljenimi vprašanji. Na podlagi mednarodne primerjave in mnenj strokovnjakov s področja prometne varnosti smo ugotovili, da bi z dodatnim obrazcem pri obravnavi prometnih nesreč motoristov bistveno izboljšali obravnavanje tovrstnih dogodkov v prometu, saj bi pridobili več pomembnih informacij, ki so botrovale nastanku prometne nesreče. Prav tako bi postali ena izmed bolj naprednih evropskih držav pri zbiranju podatkov. Obrazec bi služil tudi kot vodilo policistom pri odkrivanju dejanskega vzroka prometne nesreče motorista in vodilo policiji, kako oblikovati zapisnik o ogledu kraja prometne nesreče v bodoče.

Abstract:The master`s thesis addresses road safety of motorcyclists, namely motorcyclists' accident scene inspection. When inspecting the scene of a road accident, police officers fill the report on the road accident and record the required data and information. The recorded data are intended primary to fulfil the requirements of indictment proposal on the basis of the Minor Ofenses Act, while other important data on the cause of the road accident are not recorded. This problem is especially present with motorcyclists, who are much more vulnerable than other motorized road users. The objective of this thesis was to investigate in more detail the road accidents of motorcyclists data collection and to determine which data would provide us with an important information and answers to understand the cause of the road accident. We want to determine whether the current police report is appropriate for understanding the issue of motorcycle safety and what specific data should police officers record at the scene of a motorcycle road accident. Several different research methods are used in this master thesis. We used a descriptive method, a comparative method, a survey method and a semi-structured interview method with pre-prepared questions. Based on international comparison and opinions of road safety experts we found that an additional form in dealing with motorcycle accidents would significantly improve the overall inspection of such traffic events, as it would provide more important information that led to the road accident. By adding this form to the accident investigation, we would also become one of the more advanced European countries in data collection. The form would also serve as a guide for police officers in identifying the actual cause of motorcycle road accidents and would help them to create a report of the road accidents in the future.
