Abstract:Beseda diplomacija izhaja iz grške besede diploma, ki je pomenila dvakrat prepognjeno listino, v stari Grčiji pa so besedo diploma uporabljali za poslanike, ki so predstavljali vladarja oz. oblast svojega mesta v tujem mestu. Del diplomacije predstavlja tudi konzularna diplomacija, ki je opredeljena kot diplomacija, ki jo izvajajo bodisi karierni konzuli bodisi častni konzul ali drugi konzularni predstavniki, ki opravljajo različna konzularna opravila. Konzularna diplomacija sicer ne more nadomestiti klasične diplomacije, lahko pa jo kakovostno dopolni ter v ekonomskem pogledu tudi bistveno poceni, kar je pri omejenih sredstvih za izvajanje zunanje politike, predvsem manjših držav, kot je Slovenija, bistvenega pomena. Prednost konzularne diplomacije je med drugim tudi v tem, da so konzuli neposredno povezani z okoljem, v katerem delujejo, zato tudi dobro poznajo državo sprejemnico in državo pošiljateljico. Posebno mesto imajo v tej opredelitvi častni konzuli, ki svoje delo opravljajo častno, torej za svoje delo niso plačani in so izbrani med uglednimi, po navadi premožnimi osebami, ki so lahko državljani države sprejemnice ali pa državljani države pošiljateljice. Ker častni konzuli opravljajo vedno več nalog, prejemajo več zadolžitev in se njihovo število tudi stalno povečuje, bi veljalo njihovo imenovanje in položaj doreči in urediti, predvsem pa celostno opredeliti njihove, pravice, imunitete in zadolžitve.

Abstract:The word diplomacy comes from the Greek word diploma, which means a document folded twice, and in ancient Greece, the word diploma was used for deputies who represented the ruler or the authority of his city in a foreign country. Part of diplomacy is also consular diplomacy, which is defined as diplomacy carried out either by career consuls, or by an honorary consul or other consular representatives who perform various consular tasks. Consular diplomacy cannot replace traditional diplomacy, but it can complement it in quality and be economically cheaper. That is essential with limited funds for the implementation of foreign policy, especially in smaller countries such as Slovenia. The advantage of consular diplomacy is, among other things, that the consuls are directly connected to the environment in which they operate, so they also know the receiving country and the sending country well. A special place in this definition is given to honorary consuls who perform their work honorably, and are not being paid for their work. They are selected from prominent, usually wealthy, people who can be citizens of the receiving State or citizens of the sending State. As honorary consuls perform more and more tasks, receive more duties and their number is constantly increasing over time, their position should be defined and regulated, and above all, their rights, immunities and responsibilities should be defined in a comprehensive manner.
