Title:Analiza zaposlovanja invalidov v Zavodu za zdravstveno zavarovanje Slovenije : magistrsko delo

Abstract:Odnos delodajalcev do invalidov in verjetnost njihove diskriminacije močno vplivata na njihovo vključevanje na trg dela, zato zaposlovanje invalidov predstavlja velik izziv v zasebnem sektorju in še večjega v javnem. Tema je pomembna, ker sta invalidom z enakopravno obravnavo pri zaposlovanju omogočena družbena vključenost in samostojno življenje. V magistrskem delu je uvodoma proučena širša normativna ureditev pravic invalidov v mednarodnem in regionalnem okolju, v Evropski uniji in slovenski ureditvi, s poudarkom na njihovem zaposlovanju. Izvedena je raziskava o zaposlovanju invalidov v izbrani javni instituciji z namenom preveriti stanje zaposlenih invalidov in raziskati vpliv dejavnikov zaposlovanja invalidov na kadrovike pri njihovi odločitvi o morebitni zaposlitvi delavca invalida. Na podlagi izvedene raziskave je mogoče ugotoviti, da se je večina kadrovikov pri svojem delu v preteklosti že srečala z zaposlitvijo invalidov, to izkušnjo opisala kot pozitivno in načelno izrazila naklonjenost zaposlovanju invalidov v delovnem okolju. Kadroviki, ki so v preteklosti že zaposlovali invalide, imajo bolj naklonjena stališča o njihovemu zaposlovanju v primerjavi s tistimi, ki teh izkušenj nimajo. Kot najpomembnejši razlog za zaposlitev invalida se je izkazala ohranitev zaposlitve delavca, ki je postal invalid med zaposlitvijo, kar je mogoče pripisati zavedanju pomena družbene odgovornosti pri zaposlovanju. Rezultati raziskave na splošno kažejo, da je seznanjenost s področjem zaposlovanja invalidov med kadroviki pomanjkljiva. Ti rezultati lahko služijo kot izhodišče za nadaljnje poglabljanje v problematiko zaposlovanja invalidov in bolj vključujoče razumevanje načela družbene odgovornosti in zagotavljanja enakih možnosti pri zaposlovanju invalidov, sploh med delodajalci javnega sektorja.

Abstract:The employment of people with disabilities presents a significant challenge in the private and especially in the public sector because the employers' attitude and likelihood of discrimination have a major impact on their integration into the labor market. This topic is important because equal treatment in employment enables people with disabilities to be included in society and live independently. The Master’s thesis begins by examining the broader normative regulation of the rights of people with disabilities in the international and regional environment, in the European Union and Slovenian legislation, with a focus on their employment. A survey is carried out on the employment of people with disabilities in the selected public institution to examine the situation of employed people with disabilities and investigate the impact of employment factors of disabled persons on recruiters’ decisions on whether to employ a disabled worker. Said survey finds that most human resources professionals had encountered the employment of people with disabilities in the past, described the experience as positive and expressed a general affinity for employing disabled persons in the workplace. Human resources professionals who have hired people with disabilities in the past have a more favorable view of their employment compared to those who do not have that experience. The most important reason to hire a disabled person proved to be keeping the job of an employee who became disabled during his employment, which can be attributed to the awareness of the importance of social responsibility in employment. The results of the survey show that the familiarity of human resources professionals with the employment of disabled persons is generally lacking. These results can serve as a starting point for further, deeper exploration of the employment of people with disabilities and a more inclusive understanding of the principle of social responsibility and the importance of providing equal opportunities in the employment of disabled persons, especially among the human resources professionals of the public sector.
