Abstract:Skozi zgodovino se je položaj policije nenehno spreminjal. Njena glavna naloga je zagotavljati varnost ter javni red in mir. Pri tem deluje v skladu z nacionalno zakonodajo. Osnovni zakon, kjer so opredeljene naloge pomorske policije, je Zakon o nalogah in pooblastilih policije. Postaja pomorske policije Koper je ena izmed 15 območnih policijskih postaj Policijske uprave Koper. Že zaradi narave dela so njihove naloge specifične, najpomembnejša naloga pa je nadzor državne meje na morju. Z arbitražno razsodbo je bila določena meja med Republiko Slovenijo in Republiko Hrvaško. Tako je arbitražno sodišče določilo potek meje med državama na kopnem in morju, stik Slovenije z odprtim morjem in režim za uporabo ustreznih morskih območij. Kljub arbitražni razsodbi, ki je bila končana leta 2017, je Republika Hrvaška ne priznava. Pomorska policija se srečuje z različnimi izzivi na morju, pri tem pa so ji v pomoč inšpekcijske službe, Slovenska vojska, carina, uprava za pomorstvo. V diplomski nalogi je poudarek na nalogah, ki jih opravljajo pomorski policisti, predstavljeni pa so tudi posebni ukrepi policije, s katerimi izvajajo naloge.

Abstract:Historically, the police have undergone constant change. Their primary duty is to ensure security, as well as public order and peace. They hereby act in accordance with national laws. The basic act defining maritime police tasks is the Police Tasks and Powers Act. The Maritime Police Station Koper is one of the 15 regional police stations organized within the Police Directorate Koper. Due to the nature of their work they carry out specific tasks with the most important task being maritime border control. The arbitral award determined the course of boundary between the Republic of Slovenia and the Republic of Croatia. The Arbitral Tribunal thus determined the course of the maritime and land boundary between the two countries, Slovenia's junction to the High Sea, and the regime for the use of relevant maritime areas. Despite the arbitral award, delivered in 2017, the Republic of Croatia refuses to recognise it. The maritime police are faced with a variety of challenges at sea and are thereby assisted by inspection services, Slovenian Armed Forces, Customs Administration and Maritime Administration. The thesis places emphasis on tasks performed by maritime police officers, whereas special measures, by which tasks are carried out, are also presented.
