Title:Stanovanjska politika in mladi - vizija mladih! : diplomsko delo

Abstract:Podatki Stanovanjskega sklada Republike Slovenije iz leta 2017 kažejo na veliko pomanjkanje javnih najemnih stanovanj, bivalnih enot in oskrbovanih stanovanj v Sloveniji. Stanovanjski zakon (SZ-1) iz leta 2003 s spremembami in dopolnitvami v letih 2008, 2011, 2017 in 2019 je z leti pokazal potrebo po nadgradnji in dopolnitvi, zlasti na področju upravljanja, najemnih razmerij in pri drugih instrumentih stanovanjske politike. Diplomsko delo je sestavljeno iz več poglavij. Na začetku je opisana stanovanjska problematika mladih. Država poskuša stanje mladih izboljšati s pomočjo različnih programov in politik. Tu imajo ključno vlogo občine in stanovanjski skladi, ki se zavzemajo za iskanje novih načinov bivanja, kot so shema za mlade, najem s kasnejšim odkupom in stanovanjske skupnosti za mlade. Poleg tega pa skrbijo za urejanje najemnih razmerij, pridobivajo in dodeljujejo neprofitna stanovanja in razne subvencije. Glede na to, da neprofitna najemnina ne pokriva vseh stroškov v neprofitnem stanovanju, se bo ta spremenila v stroškovno. V nadaljevanju smo našteli številne projekte Stanovanjskega sklada v zvezi z gradnjo sosesk. Ker je dobra praksa pomembna za reševanje stanovanjskega problema, smo opisali dobro prakso Avstrije in Dunaja, kjer je velik odstotek neprofitnih stanovanj. Na koncu smo pripravili anketo in analizirali odgovore, kjer smo se osredotočili na to, kako dobro so mladi seznanjeni z novim stanovanjski zakonom in kako bi rešili svoj stanovanjski problem.

Abstract:Data from the Housing Fund of the Republic of Slovenia from 2017 show a significant shortage of public rental housing, housing units, and serviced housing in Slovenia. The Housing Act (SZ-1) of 2003, as amended in 2008, 2011, 2017, and 2019, has shown the need for upgrades and amendments, especially in the areas of management, tenancy, and other housing policy instruments. The diploma thesis consists of several chapters. In the beginning, the housing problems of young people are described. The state is trying to improve the situation of young people through various programs and policies. Here, municipalities and housing funds play a key role in advocating for new ways of living, such as the youth scheme, redemption rentals, and housing communities for young people. In addition, they take care of rent arrangements, acquire and allocate non-profit housing, and various subsidies. Given that the nonprofit rent does not cover all the costs in a non-profit apartment, this will change into a cost. In the following, we have listed a number of Housing Fund projects related to neighborhood construction. As good practice is important for solving the housing problem, we have described the good practice of Austria and Vienna, where a large percentage of non-profit housing. Finally, we prepared a survey and analyzed the answers, focusing on how well young people are familiar with the new housing law and how to solve their housing problem.
