Title:Prispevek Republike Slovenije v mednarodnih civilnih misijah – ocena vloge slovenske policije : magistrsko delo

Abstract:Z namenom nadzora premirja med Izraelom in sosednjimi državami je Organizacija Združenih narodov leta 1948 vzpostavila prvo mirovno operacijo, imenovano UNTSO. Od takrat dalje se mednarodna skupnost trudi pomagati razreševati konflikte oz. vzpostavljati pogoje za vzpostavitev in ohranjanje miru, vladavine prava ter izgradnjo države. Napotitve v mednarodne mirovne misije in operacije so od nekdaj predstavljale svojevrsten izziv, saj vsaka organizacija in tako tudi policija, upravlja s svojimi lastnimi viri glede na cilje, ki so značilni zanjo, in si prizadeva le-tem slediti. Tako lahko med značilne organizacijske vire štejemo splošne vire, ki vključujejo tudi cilje kadrovanja in financ, kakor tudi fizične (zmožnost opravljanja takšnega dela) ter naravne vire (na primer obveznosti do družine). Zunanje okolje organizacije je pomembno samo zato, ker določa cilje organizacije. Države so tiste, ki na podlagi nacionalne zakonodaje, prioritet, proračuna, strateških interesov in razpoložljivosti kadrov sekundirajo svoje strokovnjake v posamezne misije. Največkrat pa se zatakne ravno pri kadrih: manko kariernega razvoja, pomanjkanje spodbud pristojnih ministrstev za napotitev njihovih ekspertov, pomanjkanje usklajenega kurikuluma usposabljanj in izmenjave dobrih praks, prenizka solidarnost med državami članicami itd. Vse to pa tudi vpliva na uspešnost posamezne misije oziroma njen zagon. Kot ugotavlja DCAF, bi morale vlade razviti jasno politiko do sodelovanja v mednarodnih misijah. Za uspešno delovanje je kadrovski menedžment strateškega pomena vsake sodobne organizacije, tako tudi za slovensko policijo.

Abstract:In order to monitor the ceasefire between Israel and neighbouring countries, the United Nations established the first peacekeeping operation in 1948, called UNTSO. Since then, the international community has been trying to help resolve conflicts. To establish conditions for the establishment / maintenance of peace, the rule of law and state building. Seconding to international missions and operations has always been a challenge, as every organization, and so on here, the Police, manages its own resources according to the goals that are specific to it and strives to pursue them. Thus, typical organizational resources can be consider general resources, which also include staffing and financial goals, as well as physical (ability to perform such work) and natural (eg family obligations) resources. The external environment of an organization is important only because it sets the goals of the organization. Countries are the ones that second their experts to individual missions based on national legislation, priorities, budget, strategic interests and staff availability. Most often, however, it is stuck with staff: lack of career development, lack of incentives from the competent ministries to deploy their experts, lack of a harmonized training curriculum and exchange of good practices, too little solidarity between Member States, etc. All this also affects the success of an individual mission or its launch. As DCAF notes, governments should develop a clear policy toward participating in international missions. Personnel management is of strategic importance for the successful operation of every modern organization, as well as for the Slovenian police.
