Abstract:V nalogi se bomo posvetili problematiki neposredne demokracije v sodobni družbi. Raziskali bomo področje neposredne demokracije, njene mehanizme in njen pomen za samo demokracijo. Ugotavljali bomo, zakaj potrebujemo neposredno demokracijo, da lahko rečemo demokraciji demokratična. V tem delu bomo poudarili mehanizem referenduma, njegovo uporabo v Sloveniji in drugod po svetu. Ob trendu digitalizacije pa bomo velik del diplomske naloge posvetili tudi raziskovanju digitalizacije neposredne demokracije. Predstavili bomo moderne, delno ali pa v celoti digitalizirane pristope izvajanja referenduma, raziskali švicarski eksperiment in izvedli anketo. Z njo bomo raziskali mnenje volilnih upravičencev o ideji uvedbe eReferenduma v Republiki Sloveniji.

Abstract:In this thesis, we will focus on the issue of direct democracy in contemporary society. We will explore the field of direct democracy, its mechanisms and its relevance for democracy itself. We will explore why we need direct democracy in order to think of democracy as being democratic. In this theis, we will highlight the referendum mechanism, its use in Slovenia and elsewhere in the world. In the context of the digitalisation trend, we will also devote a large part of the thesis to exploring the digitalisation of direct democracy. We will present modern, partially or fully digitised approaches to referendum implementation, explore the Swiss experiment and conduct a survey. With it we will explore the opinion of eligible voters on the idea of introducing eReferendum in the Republic of Slovenia.
