Title:Decentralizacija Slovenije: delo na daljavo javne uprave kot delna rešitev? : magistrska naloga

Abstract:Zaradi izjemne centralizacije družbenega življenja v osrednjeslovenski regiji in izredne koncentracije delovnih mest v tej regiji, posledično čedalje večje gostote prometa zaradi delovnih migracij in zaradi okoliščin, ki jih je prinesla pandemija, smo želeli raziskati, ali zaposleni podpirajo delo od doma, ki so ga morali usvojiti v kratkem času, ter ali bi lahko ta oblika dela delno doprinesla k decentralizaciji v smislu dekoncentracije Slovenije. Z raziskavo smo ugotovili, da zaposleni delo od doma pozdravljajo in da so v tej obliki dela prepoznali veliko prednosti, med katerimi sta najbolj izstopajoča prihranek časa, ki ga drugače porabijo za vožnjo na delo, in posledično lažje usklajevanje družinskega življenja s poslovnim. Delo od doma v primerjavi z delom na lokaciji delodajalca prinaša manj stresa, hkrati pa so sodelujoči potrdili, da jim vožnja na delo predstavlja dodaten stres in vpliva na nižjo delovno storilnost. Med največkrat navajenimi slabostmi dela od doma sta pomanjkanje timskega dela ter občutek odtujenosti in izoliranosti od sodelavcev. Raziskava je pokazala, da je delo od doma enako učinkovito in da zaposleni ohranijo raven učinkovitosti tudi, če svojega dela ne opravijo v prostorih delodajalca. Z raziskavo smo ugotovili, da bi delo od doma državne uprave v manjši meri pripomoglo k decentralizaciji, saj bi kljub dolgotrajnemu delu od doma le manjši delež zaposlenih razmišljal o selitvi. Pozitiven učinek te oblike dela bi bil zmanjšanje števila dnevnih migrantov, ki se na delo vozijo v Ljubljano. Kar 83 % anketirancev je namreč navedlo, da se njihovo delovno mesto nahaja v Ljubljani, in da v povprečju do delovnega mesta prevozijo od 16 do 35 km. Med drugim smo ugotovili tudi, da so bile v času ukrepov proti širjenju virusa covid-19 na merilnih mestih v Ljubljani izmerjene nižje vrednosti onesnaženosti zraka.

Title:Slovenia's decentralization: distance work of public administration as a partial solution? : masters thesis
Abstract:Due to the extreme centralization of social life in the central Slovenian region in general, as well as the extraordinary concentration of jobs in this region, resulting in increasing traffic densities due to daily labor migrations and the circumstances brought about by the pandemic, the question arose as to whether employees could work from home. According to the findings of the study, employees welcome work from home and see numerous benefits to doing so, the most significant of which is saving time spent driving to work and thus reconciling family and business life. Working from home reduces stress when compared to working at the employer's location; additionally, participants agreed that driving to work increases stress and has a negative impact on work productivity. Working from home has a few drawbacks, including a lack of collaboration and a sense of alienation and isolation from co-workers. Working from home is equally effective, according to research, and employees maintain a level of productivity even if they do not do their work on the employer's premises. With the help of the research, we discovered that central public administration work from home would contribute to decentralization to a lesser extent, because despite permanent work from home, only a small proportion of employees would consider moving to another location. This type of work, however, would reduce the number of migrant workers who commute to Ljubljana. As many as 83 percent of participants said their workplace is in Ljubljana, and they travel an average of 16 to 35 kilometres to work. Among other things, we discovered that lower levels of air pollution were measured at measuring points in Ljubljana during the Covid-19 tests.
