Sustainable approaches to addressing the issue of vacant housing in Slovenia

Opis: Vacant housing is increasingly becoming a subject of scientific and political debate in modern European societies, as it presents a significant challenge for the sustainable development of urban areas. This paper analyzes the phenomenon of vacant housing in Slovenia from the perspective of structural factors and the behavioral patterns of property owners. It highlights that solely economic (primarily taxrelated) measures for effectively reducing the number of vacant dwellings, are insufficient, and that a comprehensive, sustainability-oriented approach is needed. The empirical qualitative research reveals that key causes include the physical and functional obsolescence of housing, oversized privately owned dwellings among the elderly population, low incomes, and unresolved property ownership issues. The analysis confirms the high complexity of the issue, which is intertwined with socio-demographic, market, and legal aspects. We find that in order to increase the activation of vacant housing, it is essential to recognize the psychological factors influencing owners’ decisions and to create a supportive environment. This should be facilitated through local policies, public awareness, and education, all of which can contribute to changing behavioral patterns. The results contribute to understanding the systemic shortcomings of the current housing policy and shed light on opportunities for its transition toward more inclusive, socially just, and sustainability-oriented solutions.

Exploring Post-COVID-19 Teacher Experiences: Advancing Technology-Driven Professional Development for Contemporary Education

Opis: Purpose The purpose of this study is to examine the post-COVID-19 experiences of teachers regarding technology-driven professional development activities. It aims to explore the challenges, opportunities, and best practices for equipping teachers with the digital competencies necessary to navigate online and blended learning environments effectively. The study seeks to provide actionable insights for enhancing teacher professional development in the evolving digital landscape of education. Study Design/Methodology/Approach This study employs a systematic literature review (SLR) to synthesise existing research on technology-focused professional development activities for teachers in the aftermath of the COVID-19 pandemic. It critically analyses literature on the challenges faced by teachers, the strategies employed to address these challenges, and the outcomes of professional development initiatives aimed at enhancing their digital skills. Findings The study highlights the heightened demand for technology-driven professional development, driven by the increased reliance on digital tools for teaching. Key challenges identified include limited access to technological resources, time constraints, and resistance to change. However, the study also identifies effective strategies for overcoming these barriers, such as personalised learning pathways, peer collaboration, and ongoing support systems. These approaches empower teachers to integrate technology into their pedagogy, improving learner engagement and learning outcomes. Originality/Value This research provides valuable insights into the critical role of technology-driven professional development in the post-COVID-19 educational landscape. It emphasises the necessity of cultivating a technologically proficient teacher workforce and offers practical recommendations for policymakers, educational institutions, and educators. By addressing the intersection of teacher professional development and technology integration, this study contributes to the ongoing discourse on preparing educators for the digital age and enhancing the effectiveness of teaching practices in a technology-driven educational ecosystem.

Redefining the moral attributes of an excellent secondary school teacher

Opis: This philosophical essay reconsiders and redefines the moral attributes, virtues, and duties of an excellent secondary school teacher, emphasizing their pivotal role in the moral development of adolescents during secondary socialization. Grounded in Kantian deontological ethics, it formulates 15 maxims as categorical imperatives to guide morally acceptable teacher behavior, focusing on their function as role models in shaping students’ moral consciousness, as informed by Kohlberg’s theory of moral development. Through a multidisciplinary approach integrating philosophy, psychology, pedagogy, sociology, and anthropology, the essay provides a comprehensive framework for understanding the complexity of the teaching profession. The results offer a foundation for future empirical studies and the development of teacher training programs to enhance educational quality.

The emergence of shared leadership in product development project teams : doctoral thesis of the third-cycle Bologna study program Project management

Opis: Over the past two decades, leadership concepts have emerged through the influence of complexity theory, such as the concept of shared leadership. Empirical research confirms the benefits of shared leadership in complex organisational environments. However, little is known about how shared leadership emerges. The aim of this thesis is to provide deeper insights into the emergence of shared leadership in complex environments such as product development project teams. The research question is how shared leadership emerges in product development project teams. In an exploratory multi–design case study with three product development project teams. The company in which the case study was conducted operates in the automotive industry and is an international engineering provider. The data was collected through semi–structured interviews, observation of team meetings, and internal project and team documents and analysed via the Gioia Methodology, a network analysis, the event–structure analysis and the qualitative content analysis. Based on the analysis, factors, relations between these factors and a process–orientated framework for the emergence of shared leadership was created. The originality of the research lies in the extension of the shared leadership theory to include the emergence phenomenon. The findings are relevant for researchers as they extend the theory of shared leadership in the project context by adding factors, their relationship and processes for the emergence of shared leadership. The findings may also be valuable for practitioners working in temporary complex organisations. My research can be generalised to other teams in product development projects and teams working in complex corporate environments.

Causes and challenges of the Danube region countries in attracting and retaining talents as one of the key competitive advantages of the future

Opis: Today's world resonates with increasing oscillation patterns, which are detectable in different timeframes and phase shifts. These oscillations can be detected in shorter or longer periods. Despite fears that computers would replace humans, there is a growing shortage of competent ICT experts. As technologies like High-Performance Computing (HPC), Artificial Intelligence (AI), and Quantum Technologies (QT) advance rapidly, this shortage worsens, raising entry barriers. This chapter examines the colourful Danube region countries' challenges in attracting and retaining ICT talent. It compares countries' understanding of creativity, entrepreneurship, new emerging technologies, and competitiveness alongside their capacities to attract and retain skilled ICT professionals.

The fundamental right to a healthy environment and climate-related lawsuits

Opis: Of all the prominent environmental issues in recent decades, global climate change is the most serious and has been widely regarded as the most pressing global environmental problem of the current age. Ongoing carbon emissions from burning fossil fuels are behind the planet’s warming trend. The fossil fuel industry has had a unique role in causing, shaping, advancing, and defining the current unsustainable fossil fuel-dependent global economy. Climate science demands we decarbonise our entire economy to limit global warming to 1.5° Celsius. This paper builds its arguments starting from the universal recognition of the human right to a clean, healthy and sustainable environment by the United Nations General Assembly in 2022. A healthy and functioning environment is a precondition for human welfare. Recognition of the right to a healthy environment contributes to improved environmental outcomes, including cleaner air, enhanced access to safe drinking water and reduced greenhouse gas emissions. One notable development in recent years has been an explosion in climate litigation. The cases are being brought against governments and corporate emitters for breach of environmental and human rights obligations to pressure them to take more ambitious climate action. The two analysed cases from the Netherlands aptly illustrate that human rights arguments played a crucial role in the rulings.
