These oscillations can be detected in shorter or longer periods. Despite fears that computers would replace humans, there is a growing shortage of competent ICT experts. As technologies like High-Performance Computing (HPC), Artificial Intelligence (AI), and Quantum Technologies (QT) advance rapidly, this shortage worsens, raising entry barriers. This chapter examines the colourful Danube region countries' challenges in attracting and retaining ICT talent. It compares countries' understanding of creativity, entrepreneurship, new emerging technologies, and competitiveness alongside their capacities to attract and retain skilled ICT professionals.

7. The development of real estate management and infrastructure market in Kosovo : diploma thesisDrini Grazhdani, 2015, diplomsko delo Opis: On the selected topic of The Development of Real Estate Management and Infrastructure Market in Kosovo, I was mainly focused on explaining how the real estate market developed in Kosovo, what were the challenges and the triggers that contributed to the development of this market. I also used the United Nations Economic Commission for Europe (UNECE) key component of real estate markets frameworks and applied it to Kosovo context as means to evaluate the current state of development of this mark using key principles of this framework and assessing the extent to which these principles have been applied in Kosovo. The thesis gives an elaborated explanation of the real estate market development before and after the war, and particularly the market disruption caused by the Serbian aggression in Kosovo, including the period of the 90’ when the legal framework governing the property transaction between ethnicities was discriminatory. The thesis looks at the rules and functions that govern the real estate market and explains how these functions were developed in the past 15 years – the post war period in Kosovo.

8. Impact of energy efficiency on the residential buildings appraisal : bachelorArb Govori, 2017, diplomsko delo Opis: Demand for integration of energy efficient feature in the buildings valuation methodologies has increased significantly in the last decades, by the residential buildings owners. However, energy efficient feature is still largely unseen on building's real estate appraisals, due to not inclusion as a relevant feature on the buildings evaluation methodologies. It is essential that professional appraisals and the relevant state authorities are confronted with a new reality in changing the perception of the value of the residential buildings and offers concrete recommendations how to integrate the energy efficiency feature at the very early stage of appraisal methodologies. The aim of this paper is to determine the contribution of residential buildings energy efficient improvements into residential buildings valuation approaches. A simple methodology, through Sales Comparison Approach (SCA), is proposed to be considered in the valuation of residential buildings, taking into consideration the integration of energy efficient improvements. The simplified SCA calculation of a case study has revealed that sale price effects from increased energy efficiency are significant and positive.
