Opis:V magistrskem delu opisujem nastanek in zgodovinski razvoj kriminalističnih in policijskih enot, ki so v prvi vrsti namenjene za boj proti kriminalu, njihovo sestavo, opremo, usposabljanje in operativno delovanje. Predstavljam njihovo sedanjo organiziranost, namen ustanovitve, naloge, usposobljenost in način izvajanja operativnih nalog - seveda v okviru, ki ne škoduje operativnemu delovanju in prepoznavnosti teh enot in posameznikov zaradi tajnosti določenih postopkov in podatkov. Opravil sem primerjavo pri kadrovanju, usposabljanju, operativnem opravljanju nalog in medsebojnem sodelovanju na prej navedenih področjih. Izhodišče za pisanje so notranje organizacijske enote policije, ki predstavljajo prvo obrambno linijo v boju proti organiziranemu kriminalu v državi in "udarno moč" slovenske kriminalistične in uniformirane policije. Enote medsebojno sodelujejo pri usposabljanju na področju policijske taktike, pri reševanju najzahtevnejših varnostnih dogodkov in pojavov ter pri urejanju varnostnih razmer na območju celotne države. Pri delu sem se omejil na dve policijski nalogi, ki najhuje posegata v človekove pravice in temeljne svoboščine, intimo in dostojanstvo. Pri izvedbi teh nalog policija ni samostojna, ampak potrebuje dovoljenje drugega pristojnega organa pregona. Ti nalogi sta: prijetje in odvzem prostosti (z nasilnim vstopom v tuje stanovanje ali druge prostore in dinamično prijetje) ter izvajanje prikritega preiskovalnega ukrepa -tajnega opazovanja. Sodelovanje teh enot je ključnega pomena za zakonitost, strokovnost, upravičenost in pravočasnost pri uspešnem boju zoper organiziran kriminal ter pri raziskovanju hudih kaznivih dejanj. Vsaka enota je za svoje področje dela ustrezno tehnično opremljena in strokovno usposobljena. Ugotovljene so določene pomanjkljivosti pri taktiki in metodiki dela, neustrezno, pomanjkljivo in neurejeno področje materialno-tehničnih sredstev ter nedorečene odgovornosti posameznikov pri vodenju in odločanju o načinu dela in izvajanju operativnih nalog obravnavanih enot. Predlagane rešitve so z raziskavo taktike in metodike ter primerjavo dela razložene in utemeljene. Slovenske enote sem primerjal s primerljivima enotama Republike Avstrije in Republike Nemčije. Primerjava zajema način kadrovanja, usposabljanja, taktiko in metodiko dela, opremo ter njuno sistemizacijo v okviru policije.

Opis:This master's thesis describes the occurrence and the historical development of criminal and other police units whose primary task is to combat crime, as well as their composition, equipment, training and operational activities. I present their current organisation, the purpose of their establishment, the tasks, qualifications and the method of performing operational tasks. Because of secrecy of certain procedures and data, the presentation certainly does not interfere with the operational activities and does not jeopardise the anonymity of the units and individuals. A comparison was made of the recruitment, training, operational tasks and mutual co-operation in the abovementioned areas. The starting point of the thesis was the police's internal organisational units as the first line of defence in the fight against organised crime in Slovenia and the "impact force" of the Slovenian criminal and uniformed police. They are part of the system composed of the police and other law-enforcement authorities in their joint struggle against organised crime. The units co-operate with one another in training related to police tactics, solving of the most demanding security cases and incidents as well as in regulating security in the entire state territory. This thesis deals with the two police tasks that most heavily interfere with human rights and fundamental freedoms as well as people's intimacy and dignity. The police cannot not perform these tasks independently, as they must first obtain permission from another competent law-enforcement authority. The two mentioned tasks are arrest and deprivation of liberty (by forceful entrance into a third-party residence or other premises and dynamic arrest) and implementation of a covert investigative measure, i.e. covert surveillance. Cooperation of the abovementioned units is of key importance to ensure legality, professionalism, entitlement and timeliness in a successful fight against organised crime and in investigations of grave criminal offences. Each unit is appropriately technically equipped for its area of work and highly qualified. The thesis established some deficiencies in the work tactics and methods, along with inappropriately and insufficiently regulated material and technical assets and inadequately defined individuals' responsibilities related to leadership and decision making about the work methods and tasks of the abovementioned units. The solutions we propose in this thesis are explained and underpinned by research of tactics and methods as well as a comparison of work. The Slovenian units were compared with comparable units from the Republic of Austria and the Federal Republic of Germany. The comparison covered the methods of recruitment and training, the work tactics and methods, the equipment and the systemisation within the police.
