Title:Pogled na delo in delovne naloge informatika v javni upravi z vidika informatikov in ostalih javnih uslužbencev : Magistrska naloga

Abstract:Magistrsko delo raziskuje pogled na delo in delovne naloge informatika v javni upravi. Na osnovi analize uradnih dokumentov sem v empiričnem delu raziskal, koliko informatiki in drugi javni uslužbenci poznajo delovne naloge informatikov glede na uradne dokumente RS, koliko in kako delo informatikov odstopa od v zakonodaji zapisanih nalog, kakšna so pričakovanja drugih javnih uslužbencev in v katerih primerih se le-ti najpogosteje obrnejo na službo za informatiko. Rezultati so pokazali, da so tako informatikoma kot drugim javnim uslužbencem, vključenim v raziskavo, znane in jasne naloge, ki naj bi jih informatiki opravljali. V prvi vrsti se od informatikov pričakuje, da ponujajo tehnično podporo uporabnikom, zaradi česar prihaja do pomanjkanja časa za razvoj in nadgradnjo strojne ter programske opreme, za načrtovanje projektov. Raziskava je v ospredje postavila tudi potrebo po oblikovanju bolj strukturiranih, organiziranih in strokovno vodenih služb za informatiko, z več usposobljenega kadra s področja informatike.

Abstract:This Master's thesis researches the views on work and work tasks of an informatics engineer in public services. Based on the analysis of the official documents of the Republic of Slovenia, the empirical part investigates how well do informatics engineers and other public servants know engineers’ tasks; how much and how do their tasks deviate from the ones determined in the legislation; what are other public servants’ expectations and in what situations do they consult the informatics office. The results have shown that the engineers and other public servants interviewed know and understand engineer’s tasks. Primarily, they have to offer technical support to users, which is why there is less time for the development and upgrade of hardware and software and project planning. The research highlighted the need for more structured, organized and professionally managed informatics offices with more qualified staff.
