Abstract:19. stoljeće je obilježeno razvojem industrije, a samim time i razvojem te neplaniranim širenjem gradova. Howardovi principi i dalje se primjenjuju u aktivnostima organizacije Town and Country Planning Association (TCPA), koja nastoji ostvariti njegovu viziju samoodrživih i energetski učinkovitih naselja. Teško prihvaćeni vrtni gradovi zapravo imaju potencijal postati gradovima budućnosti, i to zahvaljujući pametnim i zelenim gradovima.

Abstract:The 19th century was marked by the development of industry, and thus by the development and unplanned expansion of cities. A large number of workers were moving to cities due to the proximity of jobs. Urban regions became overcrowded and unsuitable for living and community development, and on the other hand, rural areas were completely economically neglected. In order to solve social problems, Ebenezer Howard developed the concept of a garden city. The concept contained a combination of positive sides from both urban and rural areas. He sought to eliminate economic inequality and social ranking. He proposed the establishment of a new type of city that would erase the differences between the village and the urban agglomeration and would be self-sufficient. Unfortunately, due to the scepticism of the people and the difficulty of adapting to new things, the early garden cities were not well received. It was not until the 20th century that the acceptance of garden towns began. The development of garden cities is divided into three stages. By studying the three stages of development of garden cities, significant shifts in the approach to urban planning are noticed. Howard’s principles continue to be applied in the activities of the Town and Country Planning Association (TCPA), which seeks to realize his vision of self-sustaining and energy-efficient settlements. Hard-to-accept garden cities actually have the potential to become the cities of the future thanks to smart and green cities. Cohesion policy has a major role to play in sustainable development and is synonymous with EU regional policy. The European Union's strategy is to promote and support the "overall harmonious development" of the Member States and their regions.
